Kashfa ya ESCROW vigogo watajwa TZ

Ripoti ya Kamati ya bunge ya Hesabu za Serikali imewataja baadhi ya vigogo wanaohusika na kashfa ya IPTL Nchini Tanzania akiwemo Waziri Mkuu na kuwataka kuwajibika kisiasa na kisheria.
Sakata hiyo ya IPTL inahusihswa na upotevu wa mamilioni ya fedha na kwa muda mrefu umezusha mjadala mzito katika bunge la Tanzania.

Katika ripoti hiyo iliyowasilishwa na mwenyekiti wa kamati hiyo Zitto Kabwe na makamu mwenyekiti Deo Filikunjombe, imethibitisha kuwepo mazingira ya udanganyifu na ufisadi katika mchakato wa malipo yaliyofanyika na kueleza kuwa upotevu huo wa fedha ungeweza kudhibitiwa kama kungekuwa na uwajibikaji wa kutosha kwa baadhi ya viongozi.
Kamati hiyo imewataja viongozi wengine wanaotakiwa kuwajibika kutokana na kashfa hiyo kuwa ni mwanasheria,Waziri wa nishati na Madini, Naibu Waziri wa Nishati pamoja na viongozi wengine wa bodi.
Kashfa nyingine zilizowahi chukua uzito mkubwa katika bunge la Tanzania na kusababisha viongozi kuwajibika wakiwemo Waziri Mkuu ni pamoja na kashafa ya Richmond,EPA na sasa hii ya ESCROW ambayo kwa mara nyingine kamati hiyo imeonyesha wazi mapendekezo yake ya kutaka kuwajibika kwa waziri mkuu, Mawaziri na viongozi wengine.

Awali ilibainika kuwa, mtoto huyo aliyefariki dunia Novemba 18, mwaka huu wakati mama yake akiwa amewekwa kituoni hapo kama mhalifu, polisi wa kituo hicho walitajwa kuhusika.
Akizungumza na waandishi wetu, mama huyo alisema  yeye na mtuhumiwa wake aliyemtaja kwa jina la mama Na walikuwa wakidaiana fedha za upatu ambazo alikuwa akimdanganya kuwa wanachama wenzake bado hawajatoa.
Baada ya usumbufu wa muda mrefu ndipo wakapishana maneno, mwanamke huyo akampeleka polisi akidai alitaka kumpiga. “Nilifuatwa na polisi jamii wawili na si polisi wenyewe. Mimi nilikuwa na mume wangu, niliwaambia mwanangu anaumwa nitakwenda kesho lakini hawakukubali, wakanitukana na kunichukua kwa mabavu huku mwanangu akiwa na hali mbaya na walimuona..
“Shangazi yangu na mume wangu walinifuata wakitaka kuniwekea dhamana, wale polisi jamii wakakataa, wakanitupa mahabusu. Mwanangu akazidi kuwa na hali mbaya zaidi maana hali ya hewa mle mahabusu ilikuwa ni nzito sana.
“Usiku nilipitiwa na usingizi, niliposhituka usiku wa manane nikamuona akikohoa na kupumua kwa shida, baadaye akalegea na kuwa kama amelala, nikawaita wale polisi jamii lakini hawakuja. “Ndipo alfajiri, mmoja wao akaja, akanitazama kisha akaondoka zake. Akaja mwingine, akamshika mwanangu  akawa kama ameshtuka, akaniambia niondoke haraka nimpeleke hospitali
“Kumbe wakati anasema hivyo alishajua mwanangu amefariki dunia, inauma sana kwa kweli! Nilitoka na kilio kwani nilishampoteza mtoto wangu na wao sikuwaona tena! Walikimbia! Huu ni ukatili wa hali ya juu,” alisema mwanamke huyo.
Naye mjumbe wa eneo hilo, Rashid Sultan alisema taarifa za kifo cha mtoto huyo alizipata na kuwatupia lawama polisi jamii waliojichukulia uamuzi wa kumweka mahabusu mwanamke huyo tena akiwa na mtoto mchanga wakati kituo hicho ni kidogo na hakilazi wahalifu nyakati za usiku na hutakiwa kufungwa saa 12 jioni.
Inadaiwa kuwa, chanzo cha mtoto huyo kufariki dunia ni kukosa hewa huku akiwa anasumbuliwa na kifua. Hadi Uwazi linakwenda mitamboni, Kamanda wa Polisi Mkoa wa Kinondoni, Camilius Wambura hakuwa akipatikana kwenye simu yake ya mkononi ili kuelekeza anachokijua.
Marehemu alizikwa Novemba 19, mwaka huu kwenye Makaburi ya Mbezi Kwamsuguri jijini Dar. Mungu ailaze pema peponi roho yake. Amina.

Katika mazingira ya kutatanisha, siku ya Jumapili vurugu zimekatisha mdahalo uliokuwa ukiendelea kujadili mchakato wa katiba mpya ya Tanzania huku baadhi ya watu wakipigwa na kujeruhiwa.
Mdahalo huo uliokuwa ukitangazwa moja kwa moja kupitia redio na televisheni ulivurugika kutokana na kundi la vijana wapatao 20 kuanza kumzomea aliyekuwa mwenyekiti wa Tume ya Mabadiliko ya Katiba, Jaji Joseph Warioba, alipokuwa akiwasilisha mada yake.
Vijana hao ambao haijajulikana walitokea wapi au walikuwa na ajenda gani waliinua mabango ya kupinga msimamo wa waliokuwa wakiendesha mdahalo na kusema rasimu ya katiba iliyopendekezwa inakidhi mahitaji yote na kusema hakuna haja ya mdahalo.
Jaji Warioba ambaye ni Waziri Mkuu mstaafu wa Tanzania alifanikiwa kutoka nje ya ukumbi ulipokuwa ukifanyika mdahalo huo mjini Dar Es Salaam, lakini wapo watu waliojeruhiwa kutokana na kurushwa viti na vitu vingine.
BBC iliwasiliana na Jaji Warioba apate kueleza yaliyotokea na kama yuko salama baada ya vurugu hizo, lakini aliomba radhi kwa kusema hayupo tayari kulizungumzia swala hilo.
Kiongozi wa kitengo cha hamasa umoja wa vijana CCM (UVCCM), Paul Makonda, aliyekuwepo ukumbini alidaiwa kuhusika na vurugu. Lakini alipoulizwa na BBC kujibu tuhuma hizo Bw Makonda amekanusha kuhusika nazo huku akisema kwamba alihudhuria mdahalo kwasababu ulikuwa wazi kwa kila mtu.
Wakati wa vikao vya Bunge Maalum la Katiba mjini Dodoma, Makonda aliwahi kutoa kauli za kumkebehi Jaji Warioba ambaye tume yake iliandaa rasimu ya iliyokuwa ikijadiliwa na bunge hilo.
Hata hivyo Kamanda wa Polisi mkoa wa Kinondoni, Camillius Wambura, aliieleza BBC kuwa hana maelezo ya kutosha na kwamba atalizungumzia akipata taarifa rasmi ya kiofisi.
Tanzania ipo katika mchakato wa kupata katiba mpya. Rasimu iliyodaliwa na kupitishwa na bunge lililosusiwa na vyama vya upinzani inatarajiwa kupigiwa kura na wananchi mwezi Aprili, 2015.
Wachambuzi wa maswala ya kisiasa wameeleza wasi wasi kuwa endapo hakutakuwa na kuvumiliana hali ya kisiasa nchini humo inaweza kubadilika na kuleta ghasia ambazo zinaweza kuepukika.

Burkina Faso crisis: Army promises 'transition body

Burkina Faso's military has said it will install a transitional government, days after it seized power as President Blaise Compaore's resigned.
The move came after soldiers had fired shots at the state TV station and barricaded the capital's main square as thousands of protesters demanded the military give up power.
At least one demonstrator was killed in Sunday's clashes.
The UN has also condemned the military takeover and threatened sanctions.
Long-time leader Mr Compaore quit on Thursday, following days of anti-government protests.
The army named Lieutenant Colonel Isaac Zida as the leader of a transitional government on Saturday.
However, thousands of protesters gathered on Sunday in the capital Ouagadougou, demonstrating against the army.
On Sunday evening, following a meeting with key opposition figures, a military spokesman said the army would put in place "a transition body... with all the components to be adopted by a broad consensus".
"Power does not interest us, only the greater interest of the nation," the military said in a statement (in French).

It had been necessary to disperse protesters to "restore order", the statement said, adding that one demonstrator outside the state TV station had died.
There were chaotic scenes at the state broadcaster's headquarters on Sunday, as both opposition leader Saran Sereme and former Defence Minister Kwame Lougue turned up to a rally.
It is believed that both had gone there, separately, to announce that they could head the transition government.
However, shortly after they arrived, gunfire broke out and staff and protesters fled.
Witnesses told the BBC that soldiers had fired in the air to disperse protesters before forcing journalists to leave.
National television resumed broadcasting a few hours later.
Troops also cleared protesters from the capital's main square, Place de la Nation.

After the confusion of these past few days, the situation was very tense on Sunday in Burkina Faso's capital.
People were back on the streets this morning to demand the return of civilian rule.
But then shots were fired next to the national television station and people were scared, fleeing in all directions. After that, we saw crowds disperse and flee every time they saw an army vehicle.
Some are angry at the army. Other says the latest violence is the responsibility of the presidential guard - commanded by Col Zida.

On Sunday evening, key opposition figures met Col Zida for talks.
Those present included Zephirin Diabre, leader of the Union for Progress and Change, former Foreign Minister Ablasse Ouedraogo, ex-Prime Minister Roch Marc Christian Kabore and Benewende Sankara, leader of the Union for Rebirth - Sankarist Party.

However, Ms Sereme reportedly left before the talks began and there were no details on what was discussed.
Mass protests first erupted last week when long-time leader Mr Compaore attempted to extend his 27-year rule.
Parts of the parliament building were set on fire, and the president fled to Ivory Coast.
Under Burkina Faso's constitution, the president of the Senate should take over after the national president resigns and an election should take place between 60 and 90 days afterwards.
The African Union, the US and regional economic bloc Ecowas have all condemned the military takeover.
The UN's West Africa envoy Mohamed Ibn Chambas said the military must allow a civilian transfer of power, and sanctions were a possibility if this did not happen.

Manchester City won a chaotic derby at Etihad Stadium as Sergio Aguero's second-half strike gave the Premier League champions victory over Manchester United.
Aguero's 10th Premier League goal of the season finally breached a depleted United defence after Chris Smalling had been sent off in the first half and Marcos Rojo taken off on a stretcher after the break with shoulder damage.
It also brought a shaft of light to a disappointing week that had seen manager Manuel Pellegrini's side lose at West Ham in the league then see their Capital One Cup defence ended at home by Newcastle.

In a game that was played on the edge of ill-discipline and often strayed into it, Aguero's goal will have felt like vindication to City and their fans, infuriated at seeing a succession of presentable penalty appeals rejected by referee Michael Oliver.
Most significantly, it kept leaders Chelsea in the champions' sights, albeit with a six-point advantage and four ahead of second-placed Southampton.
This was a compelling derby, the first for new United manager Louis van Gaal, who saw his defence stripped bare and the attacking riches of Angel Di Maria, Robin van Persie and Wayne Rooney - returning from suspension - fail to fire.
The Dutchman will be furious at the unnecessary way in which Smalling was dismissed, while the hosts will be happy their mini-slump was ended by a sixth win in the last seven Manchester derbies in the Premier League.
Nerves and tempers were frayed towards the end as United mounted a recovery of sorts and while this was not the sort of display to have Jose Mourinho and Chelsea looking anxiously over their shoulders, victory was all that mattered to City after recent mishaps.

"Manchester United are level on points with West Brom. Don't get me wrong, I think Alan Irvine is doing a great job there, but United have spent £150m on new players and that is unacceptable. When are we going to start asking serious questions of Louis van Gaal in press conferences because I haven't heard it yet."
Such was the combustible nature of the first half, with quality at a premium, that it was inevitable players from both sides would be running the risk of a red card.
Rooney harangued referee Oliver to demand a booking for Pablo Zabaleta while England keeper Joe Hart was right in the official's face when Daley Blind kicked the ball away having already been booked.
Amid the mayhem, United keeper David de Gea demonstrated his growing stature with a superb reflex save from Jesus Navas before diving bravely at the feet of Aguero, both players collecting an injury in the process.
When the red card came, it was in the most irresponsible manner imaginable. Smalling had been needlessly booked for charging down Hart's clearance then launched himself at James Milner in a manner that was only going to end one way.

The centre-half was studiously ignored by United's management team as he made his way off, Michael Carrick replacing Adnan Januzaj as Van Gaal was forced into a defensive redesign.
Temperatures were rising on and off the pitch as referee Oliver refused to answer several home demands for penalties, particularly when Fellaini clashed with Aguero before half-time and again after the interval when he attempted to dart between the Belgian and Carrick in the area.
United's defensive resources were further reduced when Rojo was taken off on a stretcher after damaging his shoulder diving into a challenge on Martin Demichelis. Teenager Paddy McNair came into a makeshift rearguard.
It was impossible to see the visitors keeping City out - and they did not. The breakthrough came after 62 minutes when Yaya Toure's pass cleared space on the left flank for Gael Clichy, whose cross was met expertly by Aguero, pulling away from defenders to flash a powerful finish high past De Gea.
Navas struck a post as City tried to confirm their advantage but suddenly, against all odds, United became a threat as Hart saved from Van Persie and Di Maria, while Fellaini headed hopelessly wide from eight yards.
Five minutes of stoppage time had the nerves jangling around the Etihad, but City closed out a crucial win.
